Test J - Idle Speed Control (ISC) Throttle Kicker

  1. Ensure vacuum lines are properly routed by comparing hoses to illustration on emission control decal. Ensure air and vacuum hoses are not blocked, kinked or disconnected. Repair as required and repeat QUICK TEST  . If hoses are okay and code 12 is present, go to next step.
  2. Using vacuum gauge, apply 20 in. Hg to throttle kicker. If vacuum holds, go to next step. If vacuum does not hold, replace throttle kicker solenoid and repeat QUICK TEST  .
  3. With vacuum applied to throttle kicker, repeat KEY ON-ENGINE RUNNING (KOER) SELF-TEST  . If code 12 is present, EEC-IV system is operating properly, adjust idle speed. If no code 12, go to next step.
  4. Turn ignition off and wait 10 seconds. Disconnect harness connector at throttle kicker solenoid. With DVOM on 200 ohm scale, measure solenoid resistance. If resistance is 50-100 ohms, reconnect solenoid and go to next step. If resistance is less than 50 ohms or greater than 100 ohms, replace solenoid and repeat QUICK TEST  .
  5. Turn ignition off and wait 10 seconds. Enter Output State Check and perform KEY ON-ENGINE OFF (KOEO) SELF-TEST  until end of Continuous code display. DVOM will indicate zero volts. Depress and release throttle and observe DVOM. If DVOM registered high voltage, remain in Output State Check and code to next step. If DVOM did not register high voltage, depress throttle to wide open position and release. If voltage still does not register high reading, go to TEST D  , step 13).
  6. Remain in Output State Check. With DVOM on 20 volt scale, connect positive lead to vehicle power circuit on throttle kicker solenoid and negative lead to output circuit on solenoid. Depress and release throttle several times to cycle output on and off and observe DVOM. If output cycles on and off, go to next step. If output does not cycle on and off, go to step 9).
  7. Remove vacuum lines from throttle kicker solenoid and connect vacuum pump to supply port and vacuum gauge to output port. While cycling outputs on and off (depressing and releasing throttle), maintain 6 in. Hg vacuum on solenoid and observe vacuum gauge. If vacuum cycles on and off, go to next step. If vacuum does not cycle on and off, replace throttle kicker solenoid and repeat QUICK TEST  .
  8. Remove vacuum gauge and vacuum pump and leave vacuum lines disconnected at throttle kicker solenoid. Start engine and check for vacuum. If vacuum is present, EEC-IV system is operating properly, adjust idle speed. If no vacuum is present, repair vacuum leak and/or blockage and repeat QUICK TEST  .
  9. Ignition on (engine off). With DVOM on 20 volt scale, connect positive lead to vehicle power circuit on throttle kicker solenoid and negative lead to ground. If voltage reading is 10.5 volts or less, repair open circuit and repeat QUICK TEST  . If voltage is 10.5 volts or greater, go to next step.
  10. Turn ignition off and wait 10 seconds. Disconnect 60-pin connector at ECA and inspect connectors. Connect breakout box and leave ECA disconnected. With DVOM on 200 ohm scale, measure continuity from box pin 53 to throttle kicker circuit at solenoid harness connector. If resistance is 5 ohms or greater, repair open circuit and repeat QUICK TEST  . If resistance is less than 5 ohms, go to next step.
  11. Turn ignition off and wait 10 seconds. Breakout box connected and ECA disconnected. Disconnect harness connector at throttle kicker solenoid. With DVOM on 200,000 ohm scale, measure resistance from box pin 53 to pins 37 and 57. If resistance is 10,000 ohms or greater, go to next step. If resistance is less than 10,000 ohms, repair short to power and repeat QUICK TEST  .
  12. Turn ignition off and wait 10 seconds. Breakout box connected, ECA and throttle kicker solenoid disconnected. With DVOM on 200,000 ohm scale, measure resistance from box pin 53 to pins 40, 46 and 60. If resistance is less than 10,000 ohms, repair short to ground and repeat QUICK TEST  . If resistance is 10,000 ohms or greater, replace ECA and repeat QUICK TEST  .
