Test 17, Check VRS+ Bias/Isolate VRS/Bias Fault

With key off and ECA disconnected, disconnect VR sensor from vehicle harness connector. Set DVOM to 20-volt scale. Turn key on, but leave engine off. Measure voltage between breakout box pins No. (+) J35 (VRS+ E) and (-) J7 (BAT -). If voltage is not 0.8-2.2 volts, go to next test. If voltage is 0.8-2.2 volts, go to TEST 21.
