Test A: No Communication With Front Electronic Module (Fem)

NOTE: Turn ignition switch from OFF to ON position to enable system power feature.
  1. Turn ignition switch to OFF position. Remove fuses No. 2 (10-amp) and No. 23 (15-amp) from Battery Junction Box (BJB). Inspect fuses. If either or both fuse(s) are blown, repair short as necessary. If fuses are okay, go to next step.
  2. Turn ignition switch to ON position. Measure voltage between fuses No. 2 input side and No. 23 input side and ground. If voltages are more than 10 volts, install fuses and go to next step. If voltages are 10 volts or less, repair power supply circuit(s). See WIRING DIAGRAMS  .
  3. Turn ignition switch to OFF position. Disconnect FEM harness connectors. Measure voltage between FEM harness connectors C346 terminal No. 1 (Light Blue/Red wire) and ground. Measure voltage between FEM harness connector C190 terminal No. 6 (Red wire) and ground. If voltages are more than 10 volts, go to next step. If voltages are 10 volts or less, repair power supply circuit(s). See WIRING DIAGRAMS  .
  4. Turn ignition switch to OFF position. Measure resistance between FEM harness connector C190 terminal No. 12 (Black wire), FEM harness connector C192 terminals No. 11, 13, 14 and 15 (Black wires) and ground. If all resistances are less than 5 ohms, repair module communication concern. See MODULE COMMUNICATIONS NETWORK - WINDSTAR article. If any resistance is 5 ohms or more, repair open in appropriate Black wire. See WIRING DIAGRAMS  .
