SUBJECT

DEMONSTRATION / DELIVERY HOLD: Emissions Recall 02E20: Certain 2002 Model Year 5.4 and 6.8L F-Super Duty, Excursion and E-Series Vehicles - Powertrain Control Module Reprogramming

AFFECTED VEHICLES

REASON FOR THIS RECALL

In some of the affected vehicles, the Powertrain Control Module (PCM) may contain software that does not comply with California On-Board Diagnostics regulations. Vehicles operating with this PCM software will not set required diagnostic trouble codes when rich or lean air/fuel mixture thresholds are exceeded.

SERVICE ACTION

Before demonstrating or delivering any of the vehicles involved in this recall, the dealer must inspect the calibration level of all of the affected vehicles. Reprogram the PCM in each vehicle that does not have the latest calibration installed (see "2002 MY PCM Reprogram Charts" in Attachment III). This must be done on all of the affected vehicles in your inventory as well as vehicles that have been delivered to customers.

PLEASE NOTE

Correct all vehicles in stock before delivery. Under certain conditions, the malfunction indicator light will not illuminate as required in vehicles with this software. Vehicles with this software delivered to customers are being recalled. Sale of uncorrected vehicles to customers could lead to penalties under the Clean Air Act.

Promptly correct all affected vehicles on your dealer Online Involved Unit Listing available on QCDealer.com. Also, correct other affected vehicles identified in OASIS which are brought to your dealership.

Immediately contact any affected owner whose name is not on the list but identified in OASIS. Give the owner a copy of the Owner Letter and schedule a service date.

SERVICE PROCEDURE

1. NOTE: If you determine that the existing PCM calibration is already at the new level (or later) according to the chart, no reprogramming is necessary.

   Identify the existing PCM calibration, then reprogram the PCM to the new  calibration found in the applicable chart below. Use one (1) of the following two (2) methods:

   • Worldwide Diagnostic System (WDS), with the software level indicated in the chart.
   • New Generation STAR (NGS) Tester with Rotunda Flash Cable (007-00531) and Rotunda Flash Card (007-00532). The calibration must be downloaded to a flash card using WDS with the software level indicated in the chart.

2002 MODEL YEAR PCM REPROGRAM CHARTS

PREPARE AUTHORIZED MODIFICATIONS LABEL

1. Obtain and prepare the Authorized Modifications label. Write the modification completed, your P & A code, date of repair and the recall program number in the spaces provided on the label. See Figure 1.
2. Open the hood and clean an area on the radiator support with isopropyl alcohol and a clean cloth.
3. Apply the label to the clean area.
4. Provide California owners with a completed Vehicle Emissions Recall-Proof of Correction certificate. See Figure 2.

Please check OASIS to verify vehicle involvement in Emissions Recall 02E20. Even though the production date of a unit is within the production dates in the bulletin it must also have one of the affected calibrations and corresponding catchword listed in Attachment III. If the VIN is not on OASIS the vehicle does not have an affected calibration and does not qualify for the program.
