CONSULT EXCHANGE PROGRAM
The CONSULT Exchange Program is designed to significantly reduce the down time for dealers when a CONSULT unit is in need of repair. Additionally, the Exchange Program provides a full one year warranty on exchanged units.
To improve repair timing and ensure our customers are serviced in the most efficient manner, follow the CONSULT repair process in the Program Description section of this bulletin.
PROGRAM DESCRIPTION
- Tech-Mate requests dealers perform the following diagnostic steps to ensure the cabling, software and battery pack are not contributing to the unit's problems before exchanging it:
- DDL Cable Check: Does CONSULT operate, but not access the vehicle or certain menu options? Test the DDL cable by swapping the cable with a known good cable or refer to the following pin testing chart and check for continuity with an ohmmeter.
If the DDL Cable has an open circuit, it can be repaired by sending it to the following address. Calling Tech-Mate first is not required. Tech-Mate will bill the dealer for this service.

If a new DDL cable (Kent Moore P/N J-38465-8) is required, it can be ordered from Tech-Mate.
- Software Check: Is UE991 or NATS E980U displayed when CONSULT is turned on? These are the latest software cards and should be loaded into the CONSULT memory.
- Ni-cad Battery Check: The charge light should come on when CONSULT is plugged into the charger. Does CONSULT fail to turn "ON" shortly after being charged, or displays "Low Ni-cad Battery"? Replace the Ni-cad battery as needed.
- Battery Pack Adapter Test: When CONSULT does not turn on shortly or displays "Low Ni-cad Battery" using the Ni-cad battery, check if CONSULT works using the battery pack adapter in place of the Ni-cad battery. If yes, replace the Ni-cad battery.
- Lithium Battery Check: If "Low Lithium batt volt!" is displayed, the Lithium battery under the card reader needs to be replaced, refer to NTB91-046/GI91-004 for replacement instructions. Replace as needed with Sanyo Electric Co. Ltd. P/N CR2032.
- CONSULT displays an error number: Refer to the "Error Code Chart" section at the end of this bulletin.
- If the unit passes the above tests, proceed to step 2.
- DDL Cable Check: Does CONSULT operate, but not access the vehicle or certain menu options? Test the DDL cable by swapping the cable with a known good cable or refer to the following pin testing chart and check for continuity with an ohmmeter.
- The dealer calls Tech-Mate and requests repair.NOTE: DO NOT SHIP WITHOUT CALLING TECH-MATE FIRST!
- Dealer sends the CONSULT unit only (no cables, adapter, battery, etc.) to the PSI repair facility via next day air:

NOTE: DO NOT SHIP CONSULT-II TO THIS ADDRESS! - After receiving the dealer's unit, a refurbished CONSULT unit only (no cables or other accessories) is shipped to the dealer via next day air.
- The repair facility evaluates the returned unit and provides an invoice for the repair to Tech-Mate.
- Tech-Mate directly bills the dealer for the level of repair and shipping. The turn around time is expected to be 1-2 business days.
For simplification, a three level pricing structure has been developed based on the repair history of CONSULT. This pricing structure is detailed below:
Level A: Touch Panel Cover, Upper Case, Lower Case, Connector Cover, Name Plate, Paper Cutter.
Level B: Replacement of any one of the three major Printed Circuit Boards (PCB), LCD card, Print Head or Memory read/write PCB. In addition to any cosmetic or mechanical parts covered under Level A.
Level C: Extensive damage or multiple PCB failures. An estimate will be provided to the dealer.
All exchanged units will receive a full one year warranty on the complete unit. All warranty returns will be repaired same day and shipped freight prepaid on the next business day.
ERROR MESSAGES
An error code may occur for a number of reasons. The following table Fig 3 will provide additional guidance on what areas you can resolve, and what items make it necessary for the CONSULT unit to be exchanged. Most of these Error codes will never be displayed while you are using the CONSULT unit.
Most of the above error messages will never be displayed. We provide them to you in the event that one or more does occur.
As with any computer, occasionally it's necessary to push the reset switch. Remove CONSULT from its case, turn the power on, and lay it face down. The reset switch can be activated with a paper clip through a small hole near the card eject lever. After pressing the reset switch, turn CONSULT on again to view reset message. Turn power off and then back on to resume operation. When all else fails, remove the Ni-Cad and Lithium batteries for approximately 10-15 minutes. This will clear all of the programmed memory. Reinstall the batteries, and then reload the latest program software.
If multiple attempts to load the CONSULT program software fail, and CONSULT continues to display an error message, it will be necessary to contact Tech-Mate for additional assistance.
