Test A: Scan Tool Does Not Power Up

- Inspect Orange wire for an open or short to ground between underhood fuse block and Data Link Connector (DLC) terminal No. 16. Underhood fuse block is located on right side of engine compartment. DLC is located below left side of instrument panel, near steering column. See Figure . See POWER DISTRIBUTION article in WIRING DIAGRAMS. If problem does not exist, go to next step. If problem exists, repair Orange wire as necessary. After repair, perform appropriate diagnostic system check for suspect system. - Inspect Black wire for an open or high resistance between ground and DLC terminal No. 4. Ground point is located on right front corner of passenger compartment, below sill trim plate. See GROUND DISTRIBUTION article in WIRING DIAGRAMS. If problem does not exist, go to next step. If problem exists, repair Black wire as necessary. After repair, perform appropriate diagnostic system check for suspect system. See BODY CONTROL SYSTEM DIAGNOSTIC SYSTEM CHECK under SELF-DIAGNOSTIC SYSTEM.
- Inspect DLC for poor connections and terminal tension. If problem does not exist, go to next step. If problem exists, repair DLC as necessary. After repair, perform appropriate diagnostic system check for suspect system. See BODY CONTROL SYSTEM DIAGNOSTIC SYSTEM CHECK under SELF-DIAGNOSTIC SYSTEM.
- Ensure scan tool is not malfunctioning. Refer to scan tool manufacturer's instructions. If scan tool is operating correctly, or a proper operating scan tool has been obtained, perform appropriate diagnostic system check for suspect system.
