FR Wiper Hi-Lo Relay Open

WARNING: This page is about a different car, the 2002 Dodge Grand Caravan, 2002 Dodge Caravan, 2002 Chrysler Voyager, and 2002 Chrysler Town & Country. However, it is still accessible from the selected car via links, so may be relevant.
NOTE: After making any repairs, perform BODY VERIFICATION TEST  under VERIFICATION TESTS.
  1. Turn ignition off. Remove wiper on/off relay from Intelligent Power Module (IPM). See Figure. Using a test light connected to ground, probe wiper on/off relay cavity terminals No. 85 and 87. If test light illuminates brightly at both terminals, go to next step. If test light does not illuminate brightly at one or both terminals, repair open circuit between wiper on/off relay and fuse No. 4 (30-amp). See WIPER/WASHER in appropriate SYSTEM WIRING DIAGRAMS article in ELECTRICAL.
  2. Install a known-good wiper on/off relay. Turn ignition on. Turn wipers on. If wipers do not operate properly, go to next step. If wipers operate properly, replace wiper on/off relay.
  3. Turn ignition off. Remove wiper on/off and high/low relays from IPM. Using DVOM, measure resistance between wiper on/off relay cavity terminal No. 30 and wiper high/low relay cavity terminal No. 30 and 86. If resistance is 10 ohms or less at both terminals, go to next step. If resistance is greater than 10 ohms at one or both terminals, repair open circuit between wiper on/off relay and wiper high/low relay. See WIPER/WASHER in appropriate SYSTEM WIRING DIAGRAMS article in ELECTRICAL.
  4. Install wiper on/off relay. Install a known-good wiper high/low relay. Turn ignition on. Turn wipers on. If wipers do not operate properly, go to next step. If wipers operate properly, replace wiper high/low relay.
  5. Turn ignition off. Remove wiper high/low relay from IPM. Locate and disconnect Front Control Module (FCM). See FRONT CONTROL MODULE  under REMOVAL & INSTALLATION. Connect a jumper wire between ground and wiper high/low relay cavity terminal No. 85 in IPM. Using DVOM, measure resistance between ground and FCM connector terminal No. 34. See Figure. If resistance is 5 ohms or less, replace FCM. If resistance is greater than 5 ohms, repair open circuit between wiper high/low relay and FCM. See WIPER/WASHER in appropriate SYSTEM WIRING DIAGRAMS article in ELECTRICAL.
