Test A: No Communication With Speed Control Servo Module

  1. Turn ignition switch to OFF position. Disconnect speed control servo/actuator 10-pin harness connector C116. Turn ignition switch to ON position. Measure voltage between speed control servo/actuator harness connector C116 terminal No. 7 (Red/Black wire) and ground. See Fig 1 . If voltage is greater than 10 volts, go to next step. If voltage is 10 volts or less, repair power distribution circuit as necessary. See POWER DISTRIBUTION article in WIRING DIAGRAMS.
  2. Turn ignition switch to OFF position. Measure resistance between speed control servo/actuator harness connector C116 terminal No. 10 (Black wire) and ground. If resistance is less than 5 ohms, repair module communication concern. See MODULE COMMUNICATIONS NETWORK - WINDSTAR article. If resistance is 5 ohms or more, repair open in Black wire. See WIRING DIAGRAMS  .
