Recommended Procedure

However, it is still accessible from the selected car via links, so may be relevant.
  1. Ensure fuel tank has fuel. Ensure fuel pump has power and ground. Fuel pump is located on driver's side frame rail. Turn ignition on. Using DVOM, check for battery voltage between 2 circuits at fuel pump. Battery voltage should be present for about 20 seconds after ignition is on. If voltage is as specified, go to next step. If voltage is not as specified, perform TEST FK: FUEL PUMP MONITOR CONTROL (ECONOLINE, EXCURSION & F250-550) under SYSTEM TESTS in SELF-DIAGNOSTICS - 7.3L DIESEL article.
  2. On Econoline, remove engine cover. On all models, remove 1/8" pipe plug and install fuel pressure gauge at top rear of left cylinder head (Econoline), or top front of right cylinder head (Excursion and F250-550). See Fig 1 and Fig 2 or Fig 3 . Check fuel pressure with engine cranking or running. If fuel pressure is 45 psi (310 kPa) or more, go to TEST 8B: FUEL PRESSURE TEST  under ENGINE PERFORMANCE DIAGNOSTIC PROCEDURES. If fuel pressure is less than 45 psi (310 kPa), go to TEST 8C: ELECTRIC FUEL PUMP PRESSURE TEST  under ENGINE PERFORMANCE DIAGNOSTIC PROCEDURES.
