Customer Satisfaction Program 06B36 - Supplement #1 

Certain 2005 and 2006 Crown Victoria Long Wheelbase Vehicles

Powertrain Control Module Recalibration

REASON FOR THIS SUPPLEMENT

This bulletin is being re-issued to add 59 more affected vehicles.

PROGRAM TERMS

This program will be in effect until August 22, 2006.

AFFECTED VEHICLES

Certain 2005 and 2006 Crown Victoria long wheelbase vehicles built at the St. Thomas Assembly Plant from Job #1 2005 through February 26, 2006 . Affected vehicles are identified in OASIS. In addition, for a list of vehicles assigned to your dealership, visit https://web.fsavinlists.dealerconnection.com. This information will be available on April 20, 2006.

REASON FOR THIS PROGRAM

In some of the affected vehicles, the forward clutch cylinder in the transmission may crack at the snap ring groove location causing loss of clutch capacity and the eventual loss of forward gears. This concern is caused by excessive 4-3 downshifts that may occur during certain city taxi driving conditions.

SERVICE ACTION

  • 2005 Vehicles: Using software level B41.8, B41.9, B42.1 or higher, dealers are to recalibrate the Powertrain Control Module.
  • 2006 Vehicles: Using software level B41.9, B42.1 or higher, dealers are to recalibrate the Powertrain Control Module.
NOTE: The new calibration for these vehicles is not included in the B42 update CD. When you load the B42 CD, please download any available updates as well.

The updated calibration for these vehicles reduces the number of 4-3 downshifts that occur during city taxi driving. This service must be performed on affected vehicles at no charge to the vehicle owner. All in-stock vehicles must be repaired prior to delivery . Dealers should repair any affected vehicles that arrive at their dealerships, whether or not the customer has received a letter.

NOTE: Vehicles affected by Customer Satisfaction Program 06B36 are also affected by Extended Coverage Program 06N06 which provides extended coverage for the forward clutch cylinder. Please see the 06N06 Dealer Bulletin for eligibility and coverage details.

OASIS ACTIVATED?

Yes. OASIS will be activated by April 18, 2006.

FSA VIN LIST ACTIVATED?

Yes.

Available through FMCDealer.com or at https://web.fsavinlists.dealerconnection.com by April 20, 2006. Owner names and addresses will be available by April 20, 2006.

NOTE: Your FSA VIN list may contain owner names and addresses obtained from motor vehicle registration records. The use of such motor vehicle registration data for any purpose other than in connection with this program is a violation of law in several states, provinces, and countries. Accordingly, you must limit the use of this listing to the follow-up necessary to complete this field service action.

STOCK VEHICLES

Correct all affected units in your new vehicle inventory before delivery.

SOLD VEHICLES

  • Owners of affected vehicles will be directed to dealers for repairs.
  • Immediately contact any of your affected owners whose vehicles are not on your VIN lists but are identified in OASIS. Give the owner a copy of the Customer Notification Letter and schedule a service date.
  • Correct other affected vehicles identified in OASIS which are brought to your dealership.

TITLE BRANDED / SALVAGED VEHICLES

Affected title branded and salvaged vehicles are eligible for this Field Service Action.

RELATED DAMAGE

Related damage claims are not approved for this program. If you have transmission damage that is related to this program, please refer to program 06N06 for further instructions.

ADDITIONAL LABOR TIME

  • If a condition exists that requires additional labor to complete the repair, call the Special Service Support Center to request approval prior to performing any additional labor. Requests for approval after completion of the repair will not be granted.
  • If you encounter aftermarket equipment or modifications to the vehicle which might prevent the repair of the covered condition, call the Special Service Support Center.

OWNER REFUNDS

Refunds are not authorized for this program. Please refer to program 06N06 for information regarding refunds related to this concern.

RENTAL VEHICLES

The use of rental vehicles is not authorized for this program.

CLAIMS PREPARATION AND SUBMISSION

  • Enter claims using Direct Warranty Entry (DWE).
  • Refund or related damage must be claimed under program 06N06 . Refer to bulletin 06N06 for claiming details.
  • "MT" labor should be submitted on a separate repair line with the related damage flag checked. "MT" labor requires approval from Special Service Support Center.
  • Refer to ACESII manual for claims preparation and submission information.

PROGRAM TERMS: This program will be in effect for repairs with a repair date on or before August 22, 2006.

CERTAIN 2005 AND 2006 CROWN VICTORIA LONG WHEELBASE VEHICLES - POWERTRAIN CONTROL MODULE RECALIBRATION

MODULE RECALIBRATION

  1. Verify that the scan tool (WDS, VCM or equivalent scan tool) is updated to software version:
    • B41.8 or B41.9 or B42.1 or higher for 2005 vehicles
    • B41.9 or B42.1 or higher for 2006 vehicles
    NOTE: The new calibration for these vehicles is not included in the B42 update CD. When you load the B42 CD, please download any available updates as well.
  2. Recalibrate the PCM to the latest level using one of the following methods:
    1. Worldwide Diagnostic System (WDS)
    2. Vehicle Communication Module (VCM) and Integrated Diagnostic System (IDS) software with appropriate hardware, or
    3. equivalent scan tool.
      • If the calibration process was successful, proceed to Authorized Modification Label Installation instructions in this Attachment III.
      • If unable to calibrate the PCM:
        1. - module replacement will not be covered under this program, and
        2. - prior to disconnecting the scan tool and closing the session, call the Special Service Support Center at 1-800-325-5621 for further instructions.

AUTHORIZED MODIFICATIONS LABEL INSTALLATION

  1. Obtain and prepare the Authorized Modifications Label. Describe the modification performed, and enter your P & A Code, date of repair and the program type and program number. See Fig 1.
