Repair Overview
CRITICAL STEPS FOR THE SERVICE PROCEDURE IN THIS CAMPAIGN
The following items must be performed to ensure a successful reprogramming of the Intelligent Cruise Control (ICC) system. A detailed description of these critical steps can be found in this bulletin.
- Once you have started ICC reprogramming on a vehicle, make sure it has been successfully completed before starting on another vehicle.
- If it is determined that the ICC Control Unit must be reprogrammed, all stored DTC's must be erased and repairs made before performing the reprogramming procedure.
- Before inserting the orange Reprogramming Card into Consult II, ensure that the CONSULT-II is turned OFF .
- It is critical that the vehicle battery charge rate be kept between 12V and 13.5V. Adjust the external battery charger to stay within this voltage range. Any deviation above or below this range will effect the outcome of the reprogramming.
- When the ICC reprogramming is complete, the ignition and the CONSULT-II must be turned OFF before disconnecting the DLC-II cable or the ICC reprogramming cable.
- After reprogramming the ICC, it is critical that any error codes be erased. You must press "Erase" and "OK" in all systems whether a DTC is displayed or not. This is required to complete the reprogramming procedure.
- If the reprogramming operation did not start or could not be completed and one of the listed error messages is displayed on the Consult II, the reprogramming must be performed again. The ignition switch must be turned off for at least 10 seconds and then turned on before the reprogramming procedure is performed again .
- Before re-attempting a reprogramming procedure after the programming operation did not start or could not be completed, all malfunction history must be erased before the reprogramming procedure is attempted again .
SERVICE PROCEDURE
There are 6 parts to this service procedure. They must be completed in the order given below.
Part 1: Check to see if ICC reprogramming is needed.
Part 2: Erase / repair any DTCs that are stored in any control units.

- "Battery Voltage" is the voltage level of CONSULT-II's battery.
- "Charger Input" is the voltage level of the vehicle's battery. (It MUST be between 12 and 13.5 V.)
- Adjust the battery charger voltage (charge rate) so the "Charger Input" is between 12 V and 13.5 V
.
- Make sure the battery charger is adjusted so it will continue to charge for the entire reprogramming time; approximately 30 minutes.
- As mentioned, the "Charger Input" reading MUST
be above 12 volts (see Fig 28).
- A reading above 12 volts confirms;
- The DLC-II is properly connected to the vehicle,
- The vehicle battery voltage is sufficient for ICC reprogramming,
- CONSULT-II has a sufficient power supply to perform ICC reprogramming.
- If the vehicle's battery voltage ("Charger Input") is below 12 volts, one or more of the following may be the cause:
- The battery charger is not charging the battery (poor connection or it is not working), or the charge rate is set to low.
- The DLC-II does not have a good connection to the ICC reprogramming cable (not straight).
- The ICC reprogramming cable does not have a good connection to the ICC control unit or the vehicle harness.
- The DLC-II or ICC reprogramming cable may have a malfunction (damaged wire or pins).
- The CONSULT-II Converter (J44200-50 / black box) is not working correctly (see Fig 24).CAUTION:
- Do not attempt ICC reprogramming if the vehicle's battery voltage is below 12 volts.
- Permanent ICC damage can occur if the vehicle battery does not maintain the minimum voltage during ICC reprogramming.
- If "Charger Input" is above 12 volts, power from the vehicle battery will keep CONSULT-II's power supply at the correct level during reprogramming (see Fig 28).
- If the charging voltage is too high (above 13.5 V), there may be a risk of damaging electrical components such as the ECU, etc.
- A reading above 12 volts confirms;
