Diagnostic Test Procedure

Disconnect the steering wheel clockspring connector (column side of steering wheel). Connect an ohmmeter between clockspring connector terminals No. 3 and 4. Operate the DECEL and SET/ACCEL switches. Measure resistance change across the circuit. Does resistance switch between open circuit and continuity? If yes, check clockspring for intermittent open and circuits to ECM for high resistance. If no, install a new steering wheel switchpack.
