An inoperative anti-theft system on 1983 vehicles built before July 1, 1983, may be caused by the anti-theft module which has solder flux contamination present on the printed circuit board edge connector.

Prior to performing system diagnostics and/or module replacement, clean the printed circuit connector and the mating connector with a cloth saturated with denatured alcohol.
