Scan Tool Will Not Communicate

NOTE: For terminal identification, see TERMINAL IDENTIFICATION in SELF-DIAGNOSTICS - INTRODUCTION article. For circuit and wire color identification, see WIRING DIAGRAMS article.
  1. Check voltage between ground and OBD-II Data Link Connector (OBD-II DLC) terminal No. 16. If battery voltage exists, go to next step. If battery voltage does not exist, check connectors and wiring harness between OBD-II DLC and power supply. Repair as necessary.
  2. Check resistance between ground and OBD-II DLC terminals No. 4 and 5. If resistance is zero ohms, replace scan tool. If resistance is not zero ohms, check wiring harness between ground and OBD-II DLC. Repair as necessary.
  3. Try a different scan tool adapter cable. If scan tool does not communicate, try scan tool on known-good vehicle. If scan tool still does not communicate, replace scan tool.
