Check vacuum hose for correct routing. Warm engine to normal operating temperature. Disconnect vacuum hose from base of carburetor. Connect vacuum hose directly to intake manifold vacuum. Ensure engine runs rough. Reconnect vacuum hose. If system operates as indicated, system is functioning properly.
