Check fuel pressure with engine off and using Toyota hand-held tester connected to data link connector No. 3 with ignition on to activate fuel pump or remove the circuit opening relay from the relay box sub-assembly (R/B No. 1) and connect a jumper wire to socket terminals No. 3 and No. 5 of the relay box sub-assembly.
